hailin d0447fb69f fix: use node/python HTTP healthchecks instead of wget ... wget returns error on 404, but services are healthy (just no root endpoint). Using node http.get for NestJS services (accepts any non-5xx response) and python urllib for voice-service. Also upgraded api-gateway depends_on to service_healthy.
