hailin 05a9ca31f6 feat(identity): 实现 Outbox 模式事件发布 
## 概述
为 identity-service 实现 Outbox 模式，确保数据库事务和 Kafka 事件发布的原子性。

## 新增表
- OutboxEvent: 事件暂存表，用于事务性事件发布

## 新增组件
- OutboxRepository: Outbox 事件持久化
- OutboxPublisherService: 轮询发布未处理事件到 Kafka

## 支持的事件
- identity.UserAccountCreated: 用户注册事件
- identity.UserAccountAutoCreated: 自动创建用户事件
