hailin 37a5610d74 feat(admin): 实现预种管理页面完整API端点 
planting-service: InternalPrePlantingController 新增4个管理员查询端点
- GET /internal/pre-planting/admin/orders (分页订单列表)
- GET /internal/pre-planting/admin/positions (分页持仓列表)
- GET /internal/pre-planting/admin/merges (分页合并记录)
- GET /internal/pre-planting/admin/stats (统计汇总)

admin-service: HTTP代理层新增5个端点
- PUT config/toggle (开关切换)
- GET orders/positions/merges/stats (代理转发到planting-service)
- 新建 PrePlantingProxyService (复用ContractService的axios代理模式)
