identity-service 发布的消息结构为 { eventId, eventType, payload: {...} }，
但 admin-service 消费时直接使用 eventData 而不是 eventData.payload，
导致 payload.userId 为 undefined，BigInt(undefined) 抛出异常被静默吞掉，
用户数据无法同步到 UserQueryView。
