hailin b48b59d946 fix(service-party-app): 开发模式默认使用真实 TSS Handler 
问题：
- 开发模式自动使用 MockTSSHandler
- MockTSSHandler 不发送真正的 TSS 网络消息
- 导致 co_managed_keygen 无法完成

修复：
- 移除 NODE_ENV === 'development' 的自动 mock 逻辑
- 只有显式设置 USE_MOCK_TSS=true 时才使用 Mock Handler
- 开发模式现在默认使用真实的 TSSHandler
