hailin bc82f58549 feat: add infrastructure components for observability and service discovery 
Add modular infrastructure stack with:
- Consul: service discovery and configuration center
- Jaeger: distributed tracing
- Loki + Promtail: log aggregation
- Prometheus: metrics collection with alert rules
- Grafana: unified visualization dashboard

All components are optional and can be enabled on-demand using Docker profiles.
No changes required to existing microservices.
