hailin dcd6f2ce18 fix: 修复特殊扣减API路径和批量创建用户ID解析问题 
1. mobile-app: 修复特殊扣减API路径重复问题
   - 将 /api/v1/wallets/special-deduction/execute 改为 /wallets/special-deduction/execute
   - 因为 ApiClient baseURL 已包含 /api/v1 前缀

2. admin-web: 批量创建待办操作支持中文逗号分隔
   - 正则表达式从 /[\n,]/ 改为 /[\n,，]/
   - 同时支持换行、英文逗号、中文逗号作为分隔符

3. identity-service: 添加用户查找调试日志
   - 在 findUserByIdOrSequence 方法中添加日志
   - 便于排查用户ID查找失败的问题
